How to use this facility management checklist
A checklist is useful when it starts a conversation and leads to action. It is not useful when every line is marked “yes” without evidence. This guide is designed for owners, asset managers, building managers and property teams reviewing an occupied residential, commercial or mixed-use property in the UAE. It covers operating control rather than replacing specialist inspection, legal advice or technical certification.
Work through the sections with the people who actually manage requests, contracts, access, records and budgets. Ask to see a sample: one asset record, one preventive report, one recurring fault, one open recommendation and one recent contractor quotation. Sampling quickly shows whether the process works in practice. Where information is missing, record a responsible person and verification date instead of filling the gap with an assumption.
Use four outcome labels: satisfactory, needs improvement, urgent review and not applicable. Add a short evidence note and action. “Not applicable” should have a reason, especially for items involving essential systems or safety. The completed review should become a prioritised action register, not a document that is filed and forgotten.

1. Confirm building identity, use and responsibility boundaries
Start with basic facts: property name, location, building use, operating hours, occupancy profile, owner representative, emergency contacts and management contacts. Confirm which areas are common, landlord-controlled, tenant-controlled, resident-controlled or managed by a master community. Record any shared utility, district-cooling or external service relationships that affect response. These facts shape every maintenance decision and should be available to the helpdesk and duty team.
Create a responsibility matrix for major systems and service categories. It should show who receives the report, who arranges access, who assesses, who approves cost and who confirms completion. Boundaries that appear obvious in contracts may be unclear to front-line staff. A leak, cooling complaint or access-system fault can lose hours while people debate ownership. A concise matrix reduces that delay.
Check that the public information used by residents, tenants and suppliers is current. Telephone numbers, email, service hours, office location and escalation routes should match across the website, notices and correspondence. Do not publish private mobile numbers or sensitive access information simply to make the route convenient.

2. Verify handover records, drawings and important documents
Review available as-built drawings, operation and maintenance manuals, warranties, commissioning information, equipment schedules, previous condition reports and relevant approvals. A complete archive is uncommon, especially after ownership or management changes, so identify the missing high-value documents first. Electrical single-line information, major MEP layouts, equipment manuals and warranty records often have immediate operational value.
Document control needs a simple structure. Files should use consistent names, dates and system categories, with access limited appropriately. The current approved document should be distinguishable from a draft or superseded version. Personal messaging accounts should not be the only location for reports and photographs. If staff change, the building must retain its operating history.
Where drawings do not match site conditions, record the discrepancy and seek competent verification. Do not silently edit technical information from memory. A controlled redline or survey can be planned according to risk and budget. The purpose is to improve confidence over time without pretending the archive is perfect.

3. Check the asset register and equipment identification
The asset register should identify maintainable equipment and its location in language used on site. Review high-impact systems first: cooling, ventilation, pumps, water systems, electrical distribution, life-safety interfaces, lifts or access equipment where applicable, and other assets whose failure could affect many occupants or cause damage. Confirm the responsible contractor and maintenance plan for each category.
Sample physical labels against the register. Can a technician standing at the asset match it to the work order and history? Similar equipment in multiple locations needs unambiguous names. Photographs, floor or zone references and related upstream or downstream assets can reduce confusion. Missing serial or model information should be captured during an appropriate visit, not guessed.
Review retired and replaced assets. Old equipment should not remain on the active maintenance calendar, while replacements need updated data, warranty and service requirements. The change process should also update drawings or linked records where the modification is significant.

4. Review criticality and operational risk
Identify assets and conditions that could affect safety, essential service, many occupants, business continuity, water damage, access or major cost. Consider redundancy and how quickly a suitable provider or part can be obtained. A low-cost component can be critical if its failure stops a whole system, while an expensive asset may have a standby arrangement that reduces immediate impact.
Review current high-risk actions and temporary measures. Each should have an owner, target, monitoring requirement and escalation condition. A temporary pump, isolated component, bypassed control or containment repair must not disappear into normal operations. If competent advice is needed to classify the risk, arrange it rather than relying on informal opinion.
Check whether emergency and continuity information is usable. Relevant contacts, shut-off or isolation references, access routes and communication responsibilities should be available to authorised people. This checklist does not prescribe an emergency plan; it verifies that the property has a current, property-specific route for foreseeable events.

5. Test the preventive maintenance programme
Compare the maintenance calendar with the asset register and contracts. Are all critical assets covered? Are frequencies supported by manufacturer guidance, applicable requirements, condition, usage and competent advice? Check upcoming work, overdue work and tasks completed outside their agreed service window. A high completion percentage can hide a small number of important overdue items, so review criticality separately.
Sample service reports. They should identify the asset, scope, observations, evidence, parts and recommendations. If every report contains identical wording or only a signature, the owner has little basis for assessing condition. Confirm that recommendations become work orders or action-register entries with responsibility and status.
Look for feedback into the plan. Repeat findings, heavy filter loading, recurring drainage issues or stable condition may justify a reviewed frequency or deeper investigation. Frequency changes should be approved and documented. A preventive plan is a controlled learning system, not a schedule that remains unchanged because it was once agreed.

6. Review AC, ventilation and indoor comfort management
Confirm the property understands its cooling and ventilation systems, served areas and responsibility boundaries. Review planned service coverage, peak-demand readiness, recurring comfort complaints, condensate incidents, open quotations and assets with long-lead parts. The helpdesk should collect the exact location and symptom rather than dispatch every request as a generic “AC issue.”
Inspect the quality of HVAC records. “Serviced” should be supported by equipment identity, work completed, observations and readings or evidence where part of the approved scope. Repeated complaints should be analysed by asset or zone. A recurring symptom may require a system or control review instead of another routine clean and reset.
Check access and occupied-space protection. Above-ceiling and in-unit work may require appointments, ladders, permits, furniture protection or reinstatement. The provider and occupant should understand the visit requirements before attendance. Water-related AC concerns should remain open through source repair, drying, monitoring and finish reinstatement as appropriate.

7. Review electrical systems and escalation practices
Check that distribution equipment, panels and significant electrical assets are identified, accessible to authorised people and included in an appropriate maintenance or specialist-testing plan. Records of trips, heat, odour, unusual noise, discolouration, damaged components or repeated lighting failures should have clear technical escalation. Unqualified staff must not use a checklist as permission for intrusive electrical work.
Review specialist findings and certificates included in the approved property plan. Are urgent recommendations assigned? Are test results linked to the correct equipment? Has any temporary isolation or workaround been reviewed? Reports should use a risk classification the property team understands, with immediate communication for serious conditions rather than waiting for a routine summary.
Examine common-area lighting and power complaints for patterns. Repeated failure in one location may indicate product, moisture, heat, supply or installation concerns. Grouped analysis can support a durable repair and a more sensible spare-parts choice.

8. Review plumbing, drainage and water-related controls
Confirm that pumps, tanks, valves, drainage points, accessible pipework and other relevant assets are covered by the appropriate plan. Water hygiene, tank services, testing and other specialist activities must follow competent and applicable requirements. The facility team should maintain schedules, reports, certificates and recommendation follow-up without making claims outside its expertise.
Sample leak records. Do they identify where water was observed, likely or confirmed source, affected areas, containment, repair, monitoring and reinstatement? Repeated stains or drainage odours should be linked by location. Closing the plumbing work while the building fabric remains wet or damaged creates an incomplete property outcome.
Review water consumption or unusual-use information where available and appropriate. A change may have operational, occupancy or metering explanations, so it is a prompt for review rather than proof of leakage. The action should be proportionate and evidence-led.

9. Review life-safety interfaces and specialist obligations
Life-safety systems and regulated activities require qualified providers, applicable approvals and clear documentation. The facility review should confirm that responsibilities, schedules, current reports, certificates, defects and escalation routes are visible. It should not attempt to replace the specialist inspection or state universal legal intervals. Requirements can depend on system, building and current authority guidance.
Check interfaces. Access control, power, ventilation, lifts, doors and building works can affect safety systems even when a contractor is working under another scope. Changes should be reviewed by the appropriate competent people, and temporary impairments should have controlled authorisation, communication and restoration.
Verify that staff know how to report a defect and who must be informed. Serious conditions should not wait for the monthly meeting. Sensitive system details, access codes and security information should remain restricted to authorised users.

10. Walk common areas, the building fabric and external zones
Use a consistent route through entrances, corridors, stairs, shared facilities, service areas and accessible external zones. Observe lighting, doors, floor and wall condition, ceilings, signs of moisture, sealant, trip or cut hazards, unusual sound or odour, housekeeping-related maintenance and visible damage. The reviewer should know which observations require immediate escalation and which can join a planned package.
Photograph meaningful changes from a consistent angle and identify the exact location. Avoid a long gallery of images without actions. A crack, stain or damaged finish may be cosmetic, but it may also indicate movement, water entry or another underlying issue. Record what is seen without diagnosing beyond competence, then assign the right assessment.
Plan safe access for roofs, façades, plant areas and other restricted locations. Heat, height and operating equipment require appropriate controls. “Not inspected” is more honest and useful than a tick completed from the ground when close access was required.

11. Examine the service request and work-order process
Residents, tenants and staff should have a clear route for reporting. The request should capture contact, location, symptom, time observed, impact, photographs where useful and access information. The helpdesk should separate urgent safety or damage concerns from routine work without making technical promises. Automatic acknowledgement can confirm receipt, but a real assessment must determine the next action.
Review statuses and ownership. New, assessed, scheduled, awaiting access, awaiting quotation, awaiting approval, in progress, monitoring and completed are often enough. The exact list can differ, but it should reveal who must act. A request that is “open” for three weeks provides less insight than one clearly waiting for owner approval since a stated date.
Sample closures. Was the issue resolved or only the assigned task completed? Was the occupant or reporter informed? Is there evidence? If further work remains, it should stay visible under a linked action. Closing temporary work as permanent completion makes dashboards look better while the building carries unresolved risk.

12. Check contractor competence, scope and performance
Maintain a current provider register with service category, contacts, agreed scope, relevant competence or licence information where required, insurance or compliance records where applicable, contract period and performance notes. The property should know which provider is authorised for each type of work and what happens when the primary provider is unavailable.
Review several quotations. Do they identify the asset and diagnosis, inclusions, exclusions, parts, warranty, access, protection, testing, waste removal and reinstatement? Compare scope before price. A low figure may exclude the work needed to return the area to service. For complex or high-value activity, appropriate technical comparison protects the owner from making a decision on headline cost alone.
Use evidence in performance discussions: attendance, communication, safe conduct, quality, repeat defects attributable to incomplete work, report quality and close-out. Avoid relying only on personal relationships or a single difficult incident. Patterns over time should influence renewal and work allocation.

13. Verify permits, access, safety and site coordination
Before work starts, confirm who controls access, permits, isolation, method statements, protection, supervision and communication. The required process should reflect the activity and property. A minor planned visit and high-risk specialist task do not need the same paperwork, but both need clear responsibility. The facility team should not accept documentation as a substitute for safe behaviour on site.
Review contractor arrival and close-out. Are identities checked appropriately? Are work areas separated and protected? Are ceiling tiles, panels, keys and controls restored? Are tools and waste removed? Has the affected contact been told the work is complete or that another action remains? These practical details strongly influence service quality in occupied properties.
Check out-of-hours and restricted-area arrangements. Contacts and permissions should be current, with sensitive information shared only with authorised people. Staff should never send master access details broadly merely because a provider attended previously.

14. Review resident, tenant and stakeholder communication
Communication should explain what is known, what is planned, what occupants need to do and when the next update will come. Avoid guarantees before access, parts and technical findings are confirmed. For planned interruption or noisy work, provide appropriate notice and identify the affected area, estimated window and contact route. If timing changes, update the same channel.
Protect privacy. Notices do not need to name the person who reported an issue, and public updates should not reveal unit circumstances, access methods or private documents. Internally, access to request details should be limited according to responsibility. Photographs used for maintenance should avoid unnecessary personal information.
Review complaint recurrence and communication quality together. People may report repeatedly because the defect remains, because the status is unclear or because separate household members do not know an action is already open. A single reference and clear update can reduce friction even when the technical repair needs time.

15. Inspect records, evidence and data quality
The building should be able to retrieve current contracts, asset history, planned reports, work orders, quotations, approvals, warranties, certificates and key correspondence without depending on one employee’s memory. Choose a recent repair and trace it from report to closure. Then choose a recurring fault and review the full history. Gaps will show where the process needs improvement.
Evidence must match the work. Photographs may confirm visible repair, while technical activity may require readings, tests or specialist certification. Files should link to the asset and work order, with dates and provider identity. Unlabelled images in messaging threads are difficult to use later and may expose private information.
Check data consistency. One asset should not have several names, dates should be valid and statuses should mean the same thing across teams. Clean, modest data is more valuable than a large system filled with duplicates. Define who may edit core asset or contract information and how changes are reviewed.

16. Review spare parts, stores and procurement control
Identify critical and frequently used parts with supplier, lead-time and storage information. Stock decisions should consider consequence of failure, cost, shelf life, compatibility and local availability. Keeping every component is impractical; keeping nothing may turn a minor fault into extended downtime. The owner should understand the reasoning behind critical-stock recommendations.
Stores need basic control. Label parts, record receipt and issue, preserve warranty or batch information where relevant, and protect items from unsuitable heat, moisture or contamination. Obsolete or damaged stock should not appear available. Removed components should be retained only where there is a defined inspection, warranty or disposal reason.
Review repeat consumption. Frequent replacement of the same part may indicate poor quality, incorrect specification, installation issues or an unresolved upstream fault. Procurement data can therefore contribute to technical investigation and supplier evaluation.

17. Connect maintenance, budget and asset renewal
Separate routine planned cost, corrective work, consumables, specialist studies and capital renewal. Review spend by system and location, not only as an annual total. Repeated low-value repairs may reveal an ageing asset or incomplete diagnosis. At the same time, avoid assuming replacement is always better. Condition, support, reliability, efficiency, parts and disruption need competent comparison.
Maintain a forward plan that groups immediate risk, near-term reliability work, planned renewal and optional improvement. Each recommendation should state consequence, evidence, approximate decision window and information still needed. This helps the owner obtain alternatives and coordinate disruptive work rather than approving under failure pressure.
Review approvals and procurement lead time as operational risks. An identified repair can remain open for months if the decision route is unclear. Reporting should distinguish waiting for scope, waiting for quotation, waiting for technical comparison and waiting for owner approval so the bottleneck can be addressed.

18. Use performance measures that reveal risk and recurrence
A concise facility dashboard may show overdue critical planned work, high-priority open actions, repeat faults, time spent awaiting access or approval, preventive findings closed, cost by system and contractor report compliance. Choose measures that change decisions. A large total of closed jobs can hide repeated failure and should not be presented as proof of building reliability.
Add context. More requests may reflect better reporting rather than worse condition. A long completion time may result from imported parts or restricted access. Repeat work may be an approved monitoring visit rather than poor quality. The reviewer should understand the story before rewarding or penalising a number.
Compare trends by asset, location and consequence. Several minor defects across a property are different from repeated water incidents in one stack or cooling complaints tied to one upstream asset. The dashboard should direct attention to that concentration.

19. Turn the review into a 30-day action plan
At the end of the checklist, rank actions by safety and damage risk, essential service impact, number of occupants affected, recurrence, cost consequence and ease of resolution. Assign one accountable owner and target for each. Where technical classification is uncertain, the action is to obtain competent assessment—not to leave the risk unranked indefinitely.
Choose a manageable first month. Close serious data gaps for critical systems, resolve or control urgent defects, bring overdue priority maintenance into a clear schedule, improve one weak close-out standard and prepare owner decisions for material recommendations. Do not launch dozens of administrative improvements that distract the team from building condition.
Set a follow-up review date. Verify evidence, remove completed items, escalate blocked work and update the plan. Repeating this cycle turns the checklist into operating improvement. Without follow-up, even the best review becomes another document in the archive.

Final owner questions before accepting the review
Ask: Which issue could create the greatest consequence today? Which asset or location has repeated most often? Which important task is overdue? Which temporary repair remains open? Which recommendation is waiting for my decision? Which contractor report cannot be traced to a clear outcome? Direct questions prevent a polished presentation from hiding weak operating control.
Then ask what happens next. The team should be able to name the responsible person, target and evidence for every priority action. It should also explain which facts remain unverified. Confidence comes from transparent control, not from claiming that the building has no problems.
A strong facility management checklist leaves the property easier to understand. People know how to report, assets have identity, planned work creates evidence, recommendations are owned and owners see decisions before they become urgent. That is the standard this guide is intended to support across UAE buildings.
